How can we make sure that the billions invested in shelters benefit communities every day, rather than only during air raids?

This and other questions brought BRIDGE researchers Anastasiia Romaniuk, Andrii Darkovich, and Illia Tkachenko to Ukrainian Resilience Week 2026 in Lviv, held from 29 September to 1 October. During the event, they took part in discussions, made observations, recorded key insights, and spoke with representatives of Ukrainian communities.

Illia Tkachenko moderated a discussion on how Ukraine can develop underground infrastructure in a way that makes strategic and effective use of significant resources. Participants discussed how underground facilities could serve as shelters for people in times of danger while also serving other purposes, such as providing energy infrastructure and commercial spaces, as well as becoming community hubs.

Illia also gave a presentation on adaptive planning and the role of local coalitions of actors in strengthening urban resilience during crises.

One of the key takeaways from the week is that urban resilience depends not only on concrete, technology, and careful consideration of risks, but also on how well local authorities, residents, and businesses can reach agreements and build effective networks of cooperation.

For us, it was particularly valuable to take part in such a practical event, hear from representatives of frontline communities, and contribute to these discussions. The BRIDGE team will use the insights and lessons learned during the event in its future projects.

Many thanks to the organisers — the City Institute and Lviv Resilience Hub!
