Dmytro Khutkyi presented BRIDGE project research at the Warsaw East European Conference
BRIDGE project researcher Dmytro Khutkyi presented a study titled “Digital Democracy in Ukraine: Resilience to Russian Hybrid Warfare.”

From June 30 to July 2, at the Warsaw East European Conference “Time of Global Turbulence: Challenges for Central and Eastern Europe” in Warsaw, BRIDGE project researcher Dmytro Khutkyi presented a study titled “Digital Democracy in Ukraine: Resilience to Russian Hybrid Warfare.”

In his presentation, Dmytro analyzed how Ukraine has successfully developed a robust digital infrastructure to support democracy during wartime. At the core of this resilience is a high level of human capital, active civil society participation, and the integration of digital tools into governance. The talk focused on concrete examples of how civic initiatives, government services, and hacktivists collectively form a multi-layered model of digital resistance.
The BRIDGE project was presented as an example of an initiative that combines academic expertise, digital solutions, and citizen engagement in local recovery processes. Conference participants were particularly interested in participatory tools, transparency in public procurement, and how residents can influence change within their communities.
At BRIDGE, we believe that sustainable democracy is only possible when strategic vision, institutional support, and genuine citizen involvement come together. That’s exactly what our team is working toward.
