Presentations on Ukrainian experience of deliberative processes

10/04/2026

For the third session of the Deliberative Democracy Lab, Daryna Sokolova, Senior Project Officer of the Council of Europe Project  “Strengthening multilevel governance and local democracy to support Ukraine's recovery”, will once again join as a speaker and participant. She has taken part in all previous meetings, sharing insights from organising the first citizens’ assemblies in the Zviahel and Slavutych communities, as well as from the preparation of citizens’ assemblies in Rivne community, the Lviv agglomeration, and the Obolon district of Kyiv.

This time, Daryna will focus on the financial aspects of organising citizens’ assemblies. The budget for a citizens’ assembly should include not only logistics and the work of facilitators, but also the involvement of experts, catering, the preparation of accessible information materials for residents, and the dissemination of outcome reports. All of this makes the tool relatively resource-intensive for local budgets, which is why it often requires support from international institutions or foundations.

Daryna will also address the issue of implementing recommendations. As organising the process is only one part of the work, it is equally important that the proposals developed are viable.
